Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

Overview:
A proof-roll was requested for the Stonewood Phase 4 development to assess the suitability of the subgrade soils prior to placing Graded Aggregate Base (GAB) and pavement. The evaluation was performed using a loaded tandem dump truck (see attached photo). Present during the inspection were Alex, a representative from Oconee County, the property owner, and the foreman for the paving contractor.

Findings:
The group performed a thorough visual and physical inspection of the roadway under loaded conditions. It was unanimously agreed that all proposed roadway areas proof-rolled today were acceptable for the next step of GAB placement and paving, with the exception of four specific deficient areas. The dimensions of these areas are as follows (all measurements are approximate):

  1. Area 1: 3 feet x 15 feet x 6 inches deep

  2. Area 2: 3 feet x 20 feet x 6 inches deep

  3. Area 3: 3 feet x 50 feet x 6 inches deep

  4. Area 4: 3 feet x 18 feet x 6 inches deep

Additionally, the cul-de-sac area had not yet been completed at the time of inspection and was scheduled for evaluation the following day.

Remediation:
All identified remediation areas were addressed by Upstate Paving and Grading. The repairs involved the excavation and replacement with Graded Aggregate Base (GAB), which was compacted using a ride-on smooth drum vibratory roller. (see attached photos for reference).

Conclusion:
Except for the noted areas that were remediated, the soil subgrade throughout Stonewood Phase 4 was deemed acceptable for paving. Final inspection of the cul-de-sac will be conducted upon its completion.
