Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

Our ASEC representative was on site as requested by the contractor (Wilbanks) for the observation/testing of the placement of fill/backfill. The technician observed the contractor place 1 lift approximately 8 inches in thickness over Lots #127 through #133 (approx. Lots #137 to #140) and placing topsoil in greenspace north of approx. Lots #148 to #152.

The technician density tested Lots#127 through #133 via the drive cylinder method. The technician conducted a proctor check. The test results showed low compaction with high moisture contents. The technician recommended that the contractor remove the last lift placed and allow ample aeration to lower optimum moisture content before recompacting. The contractor agreed and removed the previous lift.

The technician observed a proof-roll of Lots #137 to #140 and marked all unstable areas for the contractor to excavate. The contractor began excavation on Lots #138 – #140. The technician probe rodded the excavated areas and recommended removing any soft spots. In areas where there is approx. 10 feet of fill, the technician recommended a bridge lift of approx. 2 feet. The contractor placed a bridge lift, but the lift material moisture contents were well above optimum. The contractor stated concerns of water management, and needing to fill this hole to allow the water to properly drain off site. The technician recommended to allow ample time for the lift to dry to near optimum moisture content. The contractor placed approx. 2 to 4 feet of soil in this area and compacted the lifts. The technician recommended to seal this area via rolling with loaded truck (due to rain in forecast) and then have the contractor remove the lifts of these lots on the next available workday to allow aeration.

*The technician did not density test this area due to high moisture content. The technician will density test this area after the contractor scarifies the lots, allows for drying time then recompacts on the next available workday.

The contractor requested for ASEC and Wilbanks to have a meeting about jobsite conditions. Moisture contents are routinely high across the entire site.

The contractor continued working on pipeline from SSMH1.2 to SSMH1.3 with a reported undercut of approx. 8in to 12in, bedded with 57stone to elevation.
