Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

Our ASEC representative was on site as requested by the contractor (Wilbanks) for the observation/testing of the placement of fill/backfill.

The technician moisture checked multiple points around the site first thing in the morning for the contractor to determine if they could place fill today. Moisture contents were very high (well above optimum range) for proper compaction. The contractor (Randy) searched the site for drier material and excavated fill from the top of the hill (Approx. Lot #192 -194 area).

The contractor (Robbie) and his crew had already excavated a large area by the entrance of the site for structure BG1. The technician told the contractor the dirt was too wet to place back in and properly compact to site specs. With rain in the forecast, the contractor asked if they could place No. 57 stone around the structure to get the excavated area filled in as quickly as possible. The technician recommended not to do this unless they could find drier material to cap the No. 57 stone with, to prevent water from settling around the drainage structure. The contractor then chose to proceed to place backfill around the structure with soils that were too wet for proper compaction.  The contractor elected to not follow our recommendations.

Our representative spoke with the superintendent (Hugh @ Wilbanks) over the phone about the site conditions. The superintendent did not want his crew to fill with overly saturated materials, but the contractor proceeded to do so anyways. The superintendent made it very clear that he is not interested in going back to fix these areas. No testing could be performed around this structure or pipeline.

The contractor (Randy) excavated drier fill from the top of the hill and placed it around the structure for the contractor (Robbie) to finish backfilling with. The contractor (Randy) then excavated more fill from top of the hill to bring Lots #31 -39 to finished grade. The contractor placed 1 lift, approx. 5 t0 12 inches in thickness, across these lots and compacted. The technician will density test the finial grade of these lots on the next available workday.
