Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.
Our representative was on site to observe the grading contractor undercut subgrade soils for the roadway between station 1+00 and 3+25 starting at building lot #87 removing saturated unsuitable soils to depths of approximately 3 feet and replacing with structural fill. The contractor placed the unsuitable undercut materials as fill for backyard Lots #87 thru #106 which was observed being placed in lifts bladed with a dozer but without any compactive efforts. The writer also observed the contractor placing structural fill for Lots #87 thru #106 which was placed in compacted lifts. Equipment observed onsite today were seventeen tandem dump trucks hauling in fill and two onsite off-road dump trucks with two 621 scrappers hauling soils onsite. The contractor also used two sheep-foot rollers compacting placed soils. The fill onsite was loaded using an excavator.
