Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.
Our ASEC representative was on site as requested by the contractor (Wilbanks) for the observation/testing of the placement of fill/backfill.
The contractor began placing lifts along the slope of lots #174 – #180 area. The contractor said this slope will be excavated again for the basements of these lots. The technician density tested this area and addressed the contractor about low compaction results. The technician recommended to roll in the lifts with a loaded off-road truck. Density tests showed the soil being used was too dry for proper compaction. The technician observed the contractor mix in topsoil with organics in this location. When the technician spoke to the contractor, they said they didn’t realize it was topsoil being used it this area. The technician stopped anymore topsoil from being placed in this area.
The county (Polk) cut off the water supply to the site due to “using too much”. The contractor does not have an active water truck available to wet the soils to optimum moisture content. The technician recommended to stay out of the drier materials and only use the structural fill that is closer to optimum moisture content until the water situation can be resolved.
The contractor stripped topsoil from Lots #197 through #208 and #209 through #229. A proof-roll of this area was performed with a loaded offroad dump truck. The technician recommended to remove the soft spots that were marked. General probing of these areas was performed also. In spots where fill exceeded 10 feet, the technician recommended to do a bridge lift of approximately 2 feet. The contractor agreed.
