Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

Upon arrival to the site, it was noticeable how saturated the site was from previous night’s rain. There is standing water across the entire site, and large ruts from equipment.

The technician recommended to not place any structural fill today due to high moisture contents. The contractor expressed concerns of water management and wanted to continue placing fill to help direct water to retaining ponds. The technician moisture checked two different loads of fill, both showing moisture content in the range of 28% – 32%. This was far too high above optimum to be able to properly compact. These results were provided to the contractor.

The contractor proceeded to place fill in one lift across the approx. location of Lots #173 through #180. The lift was approx. 8 to 12 inches in thickness and compacted via a sheep-foot and a loaded off-road dump truck.

The contractor then began to place fill in the building pads of the of Lots #53 through #60. This area was a previous runoff water ditch to a temporary detention pond located on Lots #50 through #52. The technician recommended not to place the fill due to excessively high moisture contents. The contractor inquired about a bridge lift, which the soils are also too wet for.

The contractor proceeded to place approximately 4 feet of fill (in one lift) and the technician density tested this area. Test results showed a compaction rate of 79% to 80% and a far too high moisture content. The contractor stated the ground appeared to be compacted. The technician advised the contractor that this area will need to be completely excavated and redone once site conditions are back to optimum. The contractor stated they would redo this area. The contractors main concern is water management due to more rainfall scheduled for the weekend.
