Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.
Construction Activities Monitoring Report
On the mentioned date, the AS Engineering and Consulting LLC engineering representative was responsible for monitoring the construction activities in progress at the project site. The work took place from 08:00 AM until 06:00 PM and included the following activities:

Embankment work in Lots #7–12

Controlled blasting at 11:00 AM

Mapping, patterning, and drilling of holes at Lots #17 and #18
1. Embankment Work
Embankment activities were ongoing in Lots #7, 8, 9, 10, 11, and 12 at -12ft, -17 ft, -18ft, -17ft, -12.5 ft and -10ft below the design grades of the lots. The rock sizes varied, with some boulders exceeding 2 feet in height. The ASEC representative recommended breaking down the oversized boulders into smaller, acceptable sizes as per specifications for stone pitching work. It was further advised to fill voids with fine material and compact each lift using a Caterpillar 815K roller.
A proof-roll test was performed using available tandem-axled dump trucks. During the proof-roll, a soft area measuring approximately 30 ft x 20 ft was observed to deflect under load. The technician recommended removing the soft material to a depth of 1–2 feet, backfilling with suitable fill material, and compacting. This corrective action was implemented and the subgrade in this area stabilized.
2. Blasting
At 11:00 AM, the blasting crew successfully carried out controlled blasting for holes drilled on August 1, 2025, between Manholes A4 and A5. Safety protocols were followed, and no incidents occurred.
3. Drilling at Lots #17 and #18
In the afternoon, the drilling crew began work at Lots #17 and #18, drilling holes spaced approximately 7 ft x 7 ft apart, continuing until 05:00 PM. The drilling results were as follows:

Drill #1: 12 holes, depth 16 ft, rock encountered at 1–4 ft

Drill #2: 18 holes, depth 16 ft, rock encountered at 0–1 ft

Drill #3: 29 holes, depth 16 ft, plus 5 holes at depth 11 ft, rock encountered at 0–4 ft
4. Equipment in Operation

The work progressed smoothly, and all activities were completed without major issues.
