Observations/Finding

At the request of the client’s representative, AS ENGINEERING AND CONSULTING, LLC (ASEC) representative Amin Azimi visited the job site to observe the contractor’s work activities from a quality assurance standpoint. The purpose of the visit was to verify compliance with project drawings, specifications, applicable codes, and approved material submittals, as well as to conduct quality control testing in accordance with project requirements.

During this shift, work was in progress on Phases 1B and 1C of Runway 3R-21L. A proof-roll was performed on the subgrade in Phase 1B between STA 1015+00 to 1058+63 and in Phase 1C from STA 1058+63 to 1069+81 using a fully loaded tandem axle truck. Multiple passes were performed across the subgrade. Some yielding and deflection were observed in some areas, particularly in one pass from STA 1061+00 to 1067+03 near the east edge of the shoulder. It was recommended that the affected areas be treated with 30 to 35 pounds per square yard of soil cement.

A second proof-rolling was also performed on the GAB (graded aggregate base) at finished grade for Phase 1B between STA 1047+63 to 1055+00. Some yielding and deflection were observed in five locations with approximate dimensions of (50’ x 12’), (30’ x 6’), (40’ x 19’), (29’ x 6’), and (96’ x 6’). It was recommended that these areas be undercut by 1 foot and backfilled with GAB.

The proof-rolling activities were jointly observed by the undersigned (Amin Azimi), Christian (QC Representative from Nova), and Daug (Representative from Atlanta Paving). The contractor subsequently placed 8 inches of GAB in Phase 1B.

Compaction testing was performed on the finished grade GAB in Phase 1B from STA 1047+63 to 1055+00 using a Troxler nuclear density gauge. The test results indicated that most of the compacted material met the project requirement of achieving a minimum of 100% of the maximum dry density, in accordance with ASTM D1557 (Modified Proctor).
