Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

Our ASEC representative was on site for the observation/testing of the placement of fill/backfill. The site was visibly saturated from the previous day’s rain. Our representative confirmed with the contractor prior to arrival to the site that the contractor planned to work. The contractor continued to placed blast material fill on Lots #22 through #25. The contractor used an 815 sheeps-foot roller to compact the lifts. It appears that the size of the rock is breaking down as the contractor compacts the lifts. Our representative watched as loaded off road trucks rolled across the lifts to check for stabilization. There were no severe pumping or rutting observed. The contractor stated they would be excavating additional structural fill from the front pond area once the site was dried out to closer to optimum moisture content. Our representative grabbed a sample for a standard proctor from this area and delivered the sample to the lab.

NOTE:  The contractor failed to inform our ASEC representative that they would be placing fill on the previous Friday. The site was very saturated due to multiple rains in the previous week. Our representative tried to maintain communication with the contractor about their schedule for the week. The contractor said they would inform ASEC when they planned to place structural fill. Upon arrival to the site today, it was clear that the contractor had filled between 3 to 4 ft on a lot by the main entrance. The contractor stated they needed a place to put their Connex (office). ASEC informed them that there was no testing performed in this area. Our representative was not informed that the contractor would be working on that Friday. ASEC recommended to excavate a test pit so our representative could attempt density testing in the lower lifts. This has not happened at this time, but the contractor has agreed to dig a test pit in the future for density testing on this lot.
