Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.

Our ASEC representative was on site to observe the contractor (CWM) and for the observation/testing of the placement of asphalt. UES, Lead Edge, CWM, and ASEC met to discuss Hangers F and G. Lead Edge made the decision to pave over the existing subgrade. The subgrade soils do not appear to be stable. The decision was made to move forward due to this area not being a high traffic area. Density testing was performed and test results were provided to the contractor. There appears to be a large amount of deflection present in this area. The contractors decided to static roll these lanes due to the unstable subgrade soils. Tack was placed across any pre-existing asphalt, but no fabric was placed in this area.
