Summary

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day. Our ASEC representative was on site for the observation/testing of the placement of fill/backfill. The contractors started hauling in new fill material from offsite due to the in-situ moisture content issues with the borrow area that is located on site. They stated that the material is all the same, but as density testing was performed, it appeared to be a different material. Our representative performed a field proctor for the new material. This material appeared to be darker in color than what was onsite and was different in texture. The field proctor displayed a maximum dry density of 101 pcf and an optimum moisture content of 19%. The fill being brought in was moisture checked and displayed a moisture content of 14%. The fill that was already onsite was tested by our ASEC lab for a proctor that displayed a max dry density of 115.6 pcf and an optimum moisture content of 12.7% (after rock correction). The fill in place was moisture checked and displayed an in-place moisture content of approximately 18-19%. These results were provided to the contractor, and the contractor was informed that both materials were not within the optimum moisture content range for proper compaction (+3 to -3 above/below optimum moisture content). There is no water truck available on site. The contractor began hauling buckets of water with a skid steer and trying to actively mix water into the new fill material to bring it up to proper moisture range. A decision was made to wait for the soil that was already on site to dry and try to bring it down to a proper moisture level. Our representative left the site. The wall contractors are still waiting on pipe contractors to set their boxes. We appreciate the opportunity to be of service to you on this project.
