Summary

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day. Our ASEC representative was on site as requested by the contractor (NG Grading) for the observation/testing of the placement of fill/backfill. Upon arrival to the site, it appears that the site has not dried out much from the previous days rainfall. There was a freeze and most of the water on the surface is now ice. ASEC spoke with the contractor to see how the contractor planned to handle this situation. The contractor insisted on working, so ASEC recommended that the frozen ground should be stripped away before any placement of fill material. The contractor agreed and spent most of the day stripping frozen ground away. As the sun came out in the afternoon, it turned the surface into mud. It was recommended to remove any over-saturated material before placement of fill. The contractor spent the remainder of the day focusing on filling the entrance to the site. The contractor expressed concerns of parking along the main roadway. They do not want to have any lawsuits due to crossing the main street with a high volume of traffic. The contractor expressed that the county has spoken to them about this situation. The focus was to fill the entrance and place rock down so all vehicles could be parked on site. The fill in this entranceway consisted of a high amount of rock (approx. 70% rock and 30% fine material as shown in pictures). ASEC attempted multiple times to density test this area but was unable to conduct density testing due to the large amount of rock present. ASEC probe rodded each lift and used visual inspection to ensure the lifts were installed correctly. ASEC watched as loaded off road trucks rolled across the lifts to check for stability. There was one area where pumping was present. ASEC informed the contractor and the contractor cut out the area until firm ground was present. Once this problem was addressed, the filled area appeared to be stable and well compacted. We appreciate the opportunity to be of service to you on this project.
