Observations/Finding

Summary *

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

On the above date our representative was on site to observe the pipe contractor (Savannah) continue installing 8" ductile iron sanitary sewer line between manhole s#15 and 16 and backfilling using rock fill and soil between manholes # 13 and 16. The backfill was observed and tested in accordance with job specifications of rock fill and soil materials. Observations and testing was found to meet job specifications. The pipe contractor also began to install 48" RCP storm line for the detention pond for the Unit 4 phase 2 OCS structure by setting the headwall structure. The writer probed the in-place fill at locations for the headwall and found them to be loose and not sufficiently compacted. The contractor was referred to recommendations made in our report dated 1/20/26 to replace core backfill around the pipe with a clay-based soil material replacing the lightweight sandy silt. The installation was cancelled today to make plans for replacement tomorrow. The water pipeline contractor also continued installing 8" ductile iron water line at Unit 4 phase 1A between building Lots #22 and 18 for a total of 280 linear feet and installing a fire hydrant at Lots #22 and 21.

The grading contractor also continued placing fill for building Lots #56 thru 59.
