As requested, the site was revisited by our AS Engineering and Consulting (ASEC) representative to follow-up on our previous visit to the site on February 23, 2026 that was terminated prematurely by the severing of a water line. The following observations were observed on site this day. Our representative observed continuous excavation of the saturated subgrade soils for the entrance/exit drive into the subdivision. The writer observed that following the repair area of the broken water line the excavation had been extended from the recommended -3.5 feet undercut to remove additional saturated subgrade soils. The contractor had removed an additional three feet near the broken pipe where water had saturated the soil materials beneath the previously recommended undercut depth of -3.5 feet. Our representative recommended that the remaining area be undercut -3 feet to -4 feet. The undercut section would then be acceptable for subbase stone placement to be placed at deepest area of -7 feet in a thickened lift of four feet compacted with either an excavator bucket or tracked in using a small dozer. The remaining areas having 2' to 3' of backfill can then be placed with full depth GAB and compacted with sufficient moisture using a vibratory smooth drum roller. The base stone is recommended to be compacted to 98% prior to verification of stability via proof-rolling. Observation of existing conditions during undercutting were that small amounts of No. 34 stone had been placed with traces of filter fabric. This had been previously completed to provide a stable entrance/exit into the construction area and to cut down on dirtying up the adjacent roadway. Saturated subgrade soils had been observed beneath the No. 34 stone. Recently, 2" to 3" of GAB stone (as base course for the pavement) had been placed except at the roadway over the water line which was observed to have two feet of base stone in place. The remaining repair procedures will be observed by another representative from AS Engineering and Consultant (see separate report). We recommend that we be present during the entire remediation procedures. See attached photos. We appreciate the opportunity to be of service to you on this project.
