As requested, a ASEC Inspector was present at the above referenced site for the purpose of observing the placement of structural fill at the area of lots 315 through 319 approximate size 70 feet by 100 feet, and 297 through 301 approximate size 60 feet by 100. Based on review of guidelines for fill placement, the required compaction for structural fill at the above mentioned area is 95 % of standard proctor. Based on visual observation and field measuring, the fill was placed in 8 to 12 inch thick lifts and compacted using CAT 815F sheepsfoot compactor(weight; 45,757 lbs.).

Based on density testing, the fill placed today at elevations between approximately -16 feet and -15 feet, and -3 feet and -0 feet respectively  below finished grade was compacted according to fill placement guidelines. See attached density test results for more details.

The undersigned ASEC Inspector was on site, on the above date, for the purpose of general site monitoring and assessment of contractor and subcontractor activities. The following are observations that were made at this time:

  • Blasting and drilling continued on site to remove rock.
  • Rock breaking is continued on site to break rocks to a suitable size for deep fill layers.
  • Reshaping and cutting on walls of retention pond.

Problematic yielding was noted on lots 315 through 319. This was discovered by a proof roll done with a CAT 773 rock truck (weight fully loaded; 219,000 lbs.). The reason for this is most likely due to inadequately compacted rock layers. The representative from Brent Scarborough was notified of these findings and began efforts to fix this by continued compaction of current soil layers.
