Observations/Finding

The site was visited by the AS Engineering and Consulting (ASEC) representative noted above for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to assure compliance with project drawings/specifications, applicable codes, and materials submittals. The following observations were made on site today:
Equipment Used: Komatsu 51PX, 1 off road dump truck, Caterpillar excavator.
A request was made to obtain a Moisture Density Relationship sample (proctor).  The sample was obtained by excavating a small section approximately 5 feet below grade.  These soils were being used for lift material.  Plans and specs had not been provided.
It was observed that 18–24-inch lifts were being placed (project locations are unavailable).  One to two lifts had been completed on the previous day before our arrival.  It was noted the soil was a brown sandy silt with large stones (4 inches to 16 inches in diameter).  The foreman was offsite, however discussion with the on-site grading crew (Nelson Lopez) included recommending decreasing lift sizes down to 6 to 8 inches.  No plan was in place to remove the various size large stones.  (See photo)
No testing was completed.
