Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative noted above, for the purpose of providing quality control inspection and testing services, visual observation techniques were employed to assure compliance with project drawing/specifications.

A request was made by CW Matthews for compaction testing for the top lift of placed Graded Aggregate Base (GAB).   The placement of GAB was not observed.  QA had requested that the variance in elevation for the top lift be addressed.  CW Matthews removed some of the GAB to assure an even lift.

A Density-Moisture-Relationship (proctor) of 140.4 pcf maximum dry density and 4.5% optimum moisture content was used with 95% compaction required.  A Troxler 3430 (serial number 38069) was used for testing with Tony from QA in attendance.

Test 1 (between Manhole 5 & 6)

130.3 Dry Density @ 3.7% moisture content

Compaction = 92.8%.  Result = failed.

This result did not conform to compaction requirements and a recommendation was made to the contractor to add water, scarify and recompact.  No additional work or testing was completed this day.

A request was made by Atlanta Paving to change paving specifications for the base layer to be installed in the future.  It was communicated that ASEC is not involved with Asphalt QC.
