Observations/Finding
On the above date, our AS Engineering & Consulting representative was on site as requested by the contractor (HB NEXT). The technician observed the placement of fill soils – in approximately 8in lifts – in the approximate location of Lot #119 and Lot #120 (Phase 1 plans) to approximately 4 feet below finished grade. The technician observed a proof-roll of the approximate location of Lot #119. The proof-roll showed no signs of severe pumping and/or rutting. Moisture content tests were performed which resulted in approximately 25% moisture content. Optimum moisture content for the material proctor is approximately 15.5%. Our representative advised the head contractor (Randy) of the results and recommended to spread the fill out and allow it to aerate to reduce in-situ moistures prior to replacement and recompaction.
The contractor removed topsoil off Lot #38 #39 and #129 (Phase 1 plans) to conduct a proof-roll then began placing fill in approximately 8inch lifts and at a depth of 5 feet below finished grade. The proof-roll showed no signs of severe pumping and/or rutting. One lift was placed to allow for aeration of high moisture content soils. No compaction tests were performed at this time.
