Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.
Our ASEC representative was onsite as requested by the contractor (Wilbanks) for the observation/testing of soils.
The contractor began placing one lift, approximately 8in to 12in in thickness, over Lots #30 through #40 and Lot #112. In-place moisture contents of the soils were checked. Moisture contents were found to be high from pervious rains, so it was recommended that the contractor complete the first lift and wait for the surficial soils to aerate and dry. The technician waited approximately 2 hours, then ran another moisture content check. The moisture was still too high. The technician recommended to not continue placing anymore fill today.
The contractor continued pipeline placement from structure SSMH 4.0 to SSMH4.1. The structure SSMH4.1 was reported (by Wilbanks) to have approximately a 12-inch undercut and replaced with No. 57 stone to elevation. The contractor began placing approximately 6ft. of fill along pipeline. The technician was not onsite to observe the backfilling.
