Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services.  Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.

On the above date, the technician was onsite as requested by the contractor (Wilbanks) for the observation/testing of soils.

The contractor began backfilling pipeline from SSMH4.3 to SSMH5.0. The technician density tested this pipeline starting 4 feet over pipeline and provided all test results to the contractor. The technician recommended to allow aeration of wet soils to near optimum moisture content before compacting again. The technician probed this pipeline which were found to be not stable at this time. The technician informed the contractor of these results.

The contractor began excavation/installation of BJ3 to BJ4 with a reported elevation of approx. 754.6.

The contractor placed one lift of soil, approx. 8 to 12 inches thick, across Lots #127 through #133. The technician recommended that the contractor allow ample time for soil to dry to near optimum moisture content before compaction. The soil was placed to an elevation of approx. 774.

The contractor began placing lifts on lot #1 in approx. 8 to 12 inches in thickness. The technician density tested approx. every 2 feet. All test results were provided to the contractor. The technician recommended to remove soils that were too high in moisture content and allow ample time to dry. The contractor spread lifts of over saturated soil with a lift of optimum moisture levels over top of the over saturated lifts. The contractor then compacted the lifts via sheepsfoot and rolled in the lifts with a loaded off-road dump truck. The technician watched the roll in of these lots to see any signs of pumping. The technician showed the contractor where pumping was present, and the contractor excavated out these areas. There is a watermain present in the pad of lot #1 that the contractor said will be excavated at a future date. The technician recommended to excavate a 10ft x 10ft area around this main due to poor compaction in this area. There were signs of poor compaction in these lifts via density testing. The contractor still has approx. 2 feet of fill to reach elevation. The technician recommended to allow ample time for the lifts to dry to near optimum moisture content and to recompact this area before placing finial lifts.
