Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials submittals. The following observations were observed on site this day.
Our ASEC representative was on site as requested by the contractor (Wilbanks) for the observation/testing of the placement of fill/backfill. Upon arrival at the site, it was very obvious that the site was oversaturated due to rain from the previous 2 days.
The technician noticed the BG structures pipeline had been extended the previous day to BG4 and backfilled. The technician was told the previous day that the excavation was too wet to work, and the technician did not go to the site. There has been no density testing conducted in this area for backfill performed on July 18, 2025.
The technician observed the contractor (Robbie) excavating/backfilling the BG structures pipeline up to structure BG5. The technician moisture checked soils placed directly over pipeline. Moisture content was approx. 27%, which is well above the optimum moisture content range. The technician recommended not to backfill with this oversaturated material. The contractor proceeded to backfill anyways, against the technician’s recommendation.
The technician observed the contractor (Randy) move topsoil from the Lots #167 through #172 area (to green space on these lots). The technician recommended not to place any structural fill or backfill along pipelines today due to wet soil conditions.
During this time, it began to rain. The contractors proceeded to place topsoil and backfill the pipeline and structure BG5 in the rain. The contractor continued to backfill the pipeline with oversaturated fill in the rain. The technician took pictures of this activity and left the site.
