Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.

Our ASEC representative was on site to observe the contractor (NG Grading) and for the observation/testing of the placement of fill/backfill. The grading contractors began placing topsoil along slopes and greenspace located on the edge of Lots #6 through #20. They are actively building up the slopes along the retaining walls with lifts installed in approximately 1 foot in size. The contractor is compacting each lift with a sheep-foot roller. The contractor spread one lift of soil (approx. 6 to 8 inches in size) across Lots #14 through #19. The lift was compacted with a sheep-foot roller. Density testing will be peformed once the contractor spreads another lift.

The wall crew is installing retaining wall #3. The grading contractors dumped a load of topsoil by the wall, and the wall crew started using topsoil as backfill material. ASEC noticed this and immediately notified the wall crew and grading crew that this was unacceptable. ASEC recommended to stop all filling on the wall and had the contractor remove all topsoil and organics. ASEC explained to the contractors about the issues with using topsoil as backfill material. The contractors removed all the topsoil and replaced with structural fill. Density testing was performed, and test results were provided to the contractor.

*There appears to be a miscommunication/language barrier between ASEC and the wall crew. ASEC has tried to call Phil (wall crew foreman) and send messages requesting a call back to discuss issues with the installation of the wall. At this time, Phil has not responded or reached back out in any manner. ASEC is doing their best to properly communicate with the wall crew.

The pipe crew is still working on the boring of the sewer line under Philadelphia Road. This boring appears to be located in a greenspace just outside of the front entrance to the site. No density testing was requested or performed at this time.
