Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.
Our ASEC representative was on site to observe the contractor (NG Grading) and for the observation/testing of the placement of fill/backfill.
ASEC met with Phil (wall crew foreman) and Mr. Wood to discuss a plan of action to fix the footing of retaining wall 1. The contractors are going to remove and replace their baskets and any contaminated rock. They will also fill in the additional 6 inches of the extended face of the footing. Phil questioned ASEC as to why we were not on site to “supervise” his crew. ASEC informed Phil that we are here on site to perform density testing and inspections for quality control and quality assurance purposes. ASEC is not responsible for supervising or running any crews on site. We only provide recommendations, but it is up to the contractor to do the job according to the job specifications of the site. This point was reinforced by Mr. Wood. Phil was requested to be on site for the remainder of the job.
The wall crew continued placing baskets on the other sections of the wall and has not yet begun to remove and replace the failed section. Density testing was performed and test results were provided to the contractor.
The pipe crew continued installation of sewer and storm line. This area consists of a large amount of blasted rock and PWR. Visual inspections were used to confirm that the contractor is attempting to properly compact this line. Density testing was unable to be performed in this area due to the large rock. The contractors are attempting to mix finer material into the rock before placing as backfill to help fill voids. A proof-roll will be performed once final grade is achieved to confirm that the backfilled material is stable.
