Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.

Our ASEC representative was on site to observe the contractor and for the observation/testing of the placement of fill/backfill. The contractors requested ASEC to be onsite to test soil placed on sewer line D-3 in the roadway on Garibaldi Street. The contractor had placed soil approximately 4 feet to 6 feet of backfill without any density testing performed. Density testing on the surface failed compaction requirements, and the soil appeared to be too wet for proper compaction. It was recommended to either allow time for the soil to dry before re-compaction, or to remove the soil and replace with a suitable fill material. The contractors chose to continue compaction efforts on the soil in place. ASEC conducted probe rod testing, to which the probe rod penetrated the soil lift approximately 2+ feet in some areas along the sewer line. The city of Atlanta officials and ASEC agreed that the material would need to be replaced. ASEC recommended to replace with GAB. Due to road closure timing, the contractors temporarily filled the hole and will start remediation on the following workday.
