Observations/Finding
As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the
purpose of providing quality control inspection and testing services. Visual observation techniques were
employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.
Our ASEC representative was on site as requested by the contractor for the
observation/testing of the placement of fill/backfill. The contractors removed approx. 20ft to 30ft long of the unsuitable fill in the roadway on Garibaldi Street. The contractors went against ASEC recommendations and decided to bring soil from another site to use as fill in this area. ASEC did not have a proctor on this soil, so a field proctor was conducted, and a sample was taken to conduct a lab proctor. The soil appears to be a silty material with a mixture of 57 stones. The contractor placed approx. 8in to 12in lifts and compacted with a trench roller. Density testing was conducted, and test results were provided to the contractor. The soil appears to be slightly higher than optimum moisture content, but the density tests were passing at this time. County officials were present onsite and stopped work due to lack of road plates and soil being placed on roadway.
A concrete pour of approx. 27 yards was poured on the footing for the retaining wall located at the entrance of the site. Concrete testing was conducted and test results were provided to the contractor. 6 cylinders were made and stored on site, and will be transported to the lab on the following work day. The initial slump test of the first truck was approx. 7 inches and out of spec. The concrete foreman was notified and requested 2 additional slump tests.
