Observations/Finding

As requested, the site was visited by our AS Engineering and Consulting (ASEC) representative for the purpose of providing quality control inspection and testing services. Visual observation techniques were employed to verify compliance with project drawing/specifications, applicable codes, and materials
submittals. The following observations were observed on site this day.

Our ASEC representative was on site to observe the contractor and for the observation/testing of the placement of fill/backfill. The grading contractors placed lifts of approximately 1 foot to 1.5 feet in thickness across the roadway at approximately station 4900-5000 (near the entrance of the site). During this time, a brief rainstorm hit the site. All the other contractors (pipe and bridge) left the site, but the grading crew continued to work. ASEC performed density testing in this area. Tests failed, and the contractor said they were going to still work. In-situ moisture contents were too high. Once ASEC notified management, the contractors came back and cut out the failing test areas and spread the wet soil out to the slope alongside of the roadway. The contractor began to remove the wet soil from the surface of their cut area and began to excavate from a lower elevation to obtain a more suitable moisture content for the soil. Retests were performed on the drier material with passing test results.

The pipe crew ran over the grading crews GPS system. The grading crew has been placing soil in areas they know are low by at least 2 to 3 feet or more. At this time, the grading crew will have to stop until a new GPS system is calibrated to the site.
